There are a lot of rural development programmes running in the country that are inspiring and honest efforts. But most of them are focussed on certain specific verticals like education, sanitation, public health, financial inclusion, water security or agroforestry. The problem is that for a proper development, beneficiaries do not get all the fruits. Here is a programme which takes a step back and looks for the unique trigger that can create a wholesome rural development. That too, in Bihar.

S M Sehgal Foundation designed a programme to create women leaders in 20 villages in Muzaffarpur district to push for a comprehensive rural development for the community. Rural Bihar, having a high rate of migration among the male members, women have to look after everything in the villages. But often they hardly have any say in family or community matters. That was the entry point for this programme, 'Women Empowerment in Local Development'. The programme established Women Leadership School, Women Farmers School to introduce critical issues related to governance, local government and agriculture. The programme also worked on gender sensitisation of the male members, specially adolescents and young males, to neutralise any push back.

The work on agriculture has been highly successful, where women farmers with larger landholding were introduced to appropriate farming technologies like composting and soil preservation to mechanisation, and landless women were trained to grow nutrition in small patches in their homes. The community was also got connected to local Krishi Vigyan Kendras for continuing engagements in the future.

We went through all reports and observed functioning of the programme and created a video and a photobook for our client to look for scaling up.
